DOES THE ASSOCIATION FUND THE LIBRARY?
No. Lima Public Library receives ninety-six percent of its funding from the State of Ohio. From 1993-2001, public libraries received 5.7% of the state's personal income tax revenue through the Library and Local Government Support Fund (LLGSF). In response to a deteriorating national economy and a resulting state budget crisis, the LLGSF was frozen in 2002 and has remained frozen or reduced in every subsequent budget.
Lima Library Association funds the special and extra needs of the Library. It is able to invest in stocks, bonds, and real estate while the Public Library is not. The investment flexibility of the Association enabled the Library to purchase key pieces of real estate that make library parking and handicap access possible. The Association funds experimental programs as well. For example, the Association paid for the first computer system of the Lima Public Library.
